ABOUT THE PROPOSED DEVELOPMENT

Overview:
A $25+ million, multi-phase development project is currently planned for residential upper Black Rock Turnpike. The Black Rock Congregational Church (BRCC) proposes to build an entirely new facility on the small, heavily wooded parcel north of their existing facility.

Following an estimated two-year construction period, their current buildings will then be demolished with 544 parking spaces to take their place. At 95,000 square feet, the proposed new multi-story structure will be three times the size of the existing facility. It is to be built into a steep hill, towering over residential Black Rock Turnpike. This scenic piece of property includes wetlands and an extremely sensitive confirmed Vernal Pool which serves as the habitat of important wildlife such as wood frogs and spotted salamanders. It is also adjacent to additional wetlands and protected open space.

Development Details
  • This development is proposed for a residentially zoned area which would normally allow for at most 2 to 3 homes

  • The lot proposed for development is a heavily wooded parcel with on-site wetlands and a confirmed vernal pool

  • At 95,000 sq. ft., this structure will be 3 times the size the existing building

  • The new structure will sit only 100 feet from the road - about 3 times closer than the current building

  • The structure will be three stories high, built into a 50 foot hill

  • The seating in this structure will accommodate 1,300 people (the current structure accommodates only 550)

  • The number of parking spaces will increase from 368 to 544 spaces

  • This is just the first phase of what is likely to be a long term pattern of aggressive expansion by BRCC. Their self-described 'wish list' for future growth includes additional phases, such as:

    • In Phase Two - the addition of 1,800 seats bringing seating up over 3,000 (from the current-day 550), construction of a gymnasium and a youth center

    • In Phase Three - the construction of another structure similar in size to the Phase One facility (see site plans below)
